Icons in Mac OS X Panther and Mac OS X Tiger Finder windows and on the desktop may not respond to the Clean Up command if they are too close together. This can happen if the Keep Arranged By option is not selected for the window or desktop.
Space the close icons farther apart by dragging them together to a different place in the window or on the desktop. They will automatically space themselves apart.
