The Spot & Patch and Redeye HUDs do not always show the same values as their respective palettes in the Adjustments Inspector. That's because the Adjustments Inspector shows the settings for the currently selected area in the image, while the HUD shows the value that will be used the next time you apply the tool—think of it like selecting a brush size before making the selection.
As you click on different areas of an edited image with one of the tools, the Inspector will change to show the settings for that edit, but the HUD will retain the setting that you specify for new edits.
