Mac OS X Server 10.3, 10.4: Open Directory Failover may not succeed until Open Directory Clients are restarted

Issue or symptom

After configuring Mac OS X Server to be an Open Directory Replica, Open Directory Failover may not succeed until Open Directory clients are restarted.

Solution

Restart existing Open Directory Clients to allow them to failover to the new Open Directory Replica.
