OS/2 can be installed on a system that already has DOS installed or can be installed as the only operating system. If you install ClarisWorks for Windows on a system that only has OS/2 installed (and did not already have DOS installed) at 98% done you will get the error message "Could not open the file named: C:\\DOS\\DOSHELP.HLP". This file exists under DOS but not under OS/2.
What the installation was doing at this point was creating the Program Manager group and the ClarisWorks icon and the CLARIS.INI. You will need to manually create the ClarisWorks icon in Program Manager by using File-New-Program Item and setting the command line to 'C:\\CLWORKS\\CLWORKS.EXE', assuming you installed ClarisWorks in the default C:\\CLWORKS directory. When you run ClarisWorks for the first time it will ask for your User Name, Company Name, and Registration Number.
