Mac OS 8.5: Register With Apple

What is the purpose of "Register with Apple"? What is a workaround if it does not work?
Mac OS 8.5 includes an application called Register with Apple, first introduced with the Apple iMac computer.

This is an automated AppleScript which checks to see if the customer has a valid Internet Setup already configured. If not, it launches Apple Internet Assistant. The whole process proceeds until the user either cancels or has a valid Internet dial-up connection configured. Then the software launches the iMac's default browser and attempts to connect to Apple's Online Product Registration site.
