QuickTime 6 for Windows: Does Not Save Favorites and Recent Items

Some Windows-compatible computers with QuickTime 6 do not save items in the Open Recent menu and Favorites list.
Symptom

The Open Recent menu and Favorites list always appear empty.

Solution
