Final Cut Express and Final Cut Pro: Chapter Markers Require iDVD 3

Chapter markers in material exported from Final Cut Express and Final Cut Pro do not appear in iDVD 2 because iDVD 2 does not have a DVD chapter marker feature. iDVD 3 introduces DVD chapter support and recognizes Final Cut chapter markers.
