If no one is currently editing the /etc/passwd file, delete the "/etc/ptmp"
file. When this file exists, the "/etc/passwd" file cannot be edited
because the "/etc/ptmp" file places a lock on the/etc/passwd" file.
If someone else is editing the /etc/passwd file, wait until they are done.
Do not remove /etc/ptmp file in this case.
