I have a Macintosh running system software version 7.0 and sharing one
folder. No one uses this computer; it acts as a file server only. The
folder sharing function works fine with up to 10 users logged on. However,
when an eleventh user tries to log on, one of these two messages appears:

- File server will not allow any users to log in. Try again later.
- Too many AppleTalk connections in use. Try again later.

The documentation says that up to 250 users are allowed per System 7
server.

Your Macintosh SE/30 is not a dedicated server. It is a system running the
system software version 7.0 file sharing option. With that configuration,
you are limited to 10 users.

To make the Macintosh SE/30 a dedicated file server, you need to install
and run the AppleShare File Server software.
