Yes, it's possible to dial manually and still connect using AppleTalk Remote Access 1.0. The "Apple Modem 2400 with X1" Remote Access Script allows this. You can download this script from Apple's ARA Server at 512-908-8118 (connect as a Guest). Also, Apple Remote Access 2.0, the version with Dial Assist, has the ability to manually dial through the Setup Menu in the Apple Remote Access program. Upgrading to ARA 2.0 is probably easier than trying to modify the CCL script for your modem.
Background Information
----------------------
The PowerBook Modem normally waits to detect a dial tone before dialing. When dialing manually it's necessary to disable this feature so the modem will attempt to "dial without a number" and connect immediately.
The only change to the original Apple Modem 2400 script was the addition of "X1" within the dial command:

! The modem is ready so enable answering, or originate a call

! To accommodate manual dialing,
! added X1 command to disable
! "wait for dial tone". - PDF 2/5/92

To use the new script, follow these steps:
Step 1
------
Put the script in the Extensions folder.
Step 2
------
Open the Remote Access Control Panel and select "Apple Modem 2400 with X1."
Step 3
------
Open Remote Access and enter a single space in the Phone field. (If you leave the Phone field blank, a dialog box indicates "The connection attempt has failed. You have not specified a phone number in the connection document." Entering a space gets around it.)
Step 4
------
Enter Name and Password as necessary.
Step 5
------
Place the call manually (or through your operator).
Step 6
------
The moment you hear the remote phone number ring, click "Connect" in the Remote Access window. (It takes about 5 seconds for the script to execute from the time you click "Connect" and when the modem goes off hook and actually tries to connect.)
Step 7
------
The moment you see the "Communicating at xxxx bps" message in the Remote Access Status window, hang up.
